Hellshire Park Estate was established in 2001 under the management of the Urban Development Corporation (UDC). The community is nestled in the hills of Hellshire and anchored by three surrounding communities due to its location and relatively small size. It was comprised of ninety-four (94) semi-detached studio units, erected on white marl and with limited amenities. With pride and a collective vision of the wholesome development of the community, these studio units have been elevated into sizeable homes and the surrounding area transformed into green, landscaped areas.
With a small population of about 270 households, ranging from lower to middle income families, Hellshire Park Estate prides itself on being a tight-knit community, with a range of social activities designed to support the spirit of looking out for your neighbour and keeping a watchful eye.
Fort Hill Estate is a NHT scheme and was handed over to the first batch of homeowners on August 24, 2020 during the heart of the COVID-19 pandemic. The community is fenced with a gate and guardhouse at the entrance and comprised of 113 lots and houses. The community residents are close-knit and look out for each other’s property.
The community of Seafort was established in 1978 by the Urban Development Corporation (UDC) in South St. Catherine. At inception, the community had only land space until 1980, when 20 houses were constructed with an estimated population of sixty occupants.
Currently, Seafort has approximately 120 houses and a population of over 400 residents. It is bordered by the coastline, with the popular Fort Clarence and Wavez Beach Parks included. The community has two churches and a green area with a community centre that hosts the regular meetings of the Seafort Citizens Association. It is also on the JUTC bus route, an added convenience for residents and visitors.
This community has an active Citizens Association that carries out regular meetings, walk-throughs and activities to support community development. A community Fruit Farm is maintained in one of two open spaces.
With renewed commitment from core members of the Citizens Association, Hellshire Glades is determined to forge ahead on the path of community development.
Sandhills Bay is a quiet, coastal community which was initially developed to ease the overcrowding and housing shortage in Kingston and St Andrew. The elevated and strategic location, coupled with its tranquil surroundings and proximity to the beach, make it a desirable location for working professionals, who form the majority of residents.

The Sandhills community is made up of individually owned lots, with the residents taking pride in their homes and surrounding environment. Maintaining the safety and tranquility of this peaceful community is paramount, with Sandhills the first Hellshire community to establish a Neighbourhood Watch Programme.
Regular community activities are carried out by the robust Citizens Association, including socials, Christmas Decoration Competition and an annual Easter Bazaar.
This residential community is located 5-minutes away from the world-renown Hellshire Beach (HalfMoon Bay). Completed by the National Housing Trust in March 1993, it is made up of 83 two and three bedroom units. The gated community features security, a community centre, maintained green areas and adequate yard space.
An active Youth Development Sports Programme provides expert voluntary coaching in Table Tennis, with participants competing and medalling at the club & national level. Football and Cricket are being added to the existing programme.
The Windcrest Hills housing sub-division developed by the National Housing Trust was handed over on February 11, 2021. This most recent addition to the Hellshire community is still under construction. There are 7 houses currently occupied, with 13 residents.
The scheme recently received water and is still awaiting internet, telephone and cable services.
It is expected that as more persons move in, steps will be taken to have a Citizens Association in place. Socials are held quarterly, with a WhatsApp group for communication among residents and those still building.
